Responsibilities

The New Membership Team Manager acts as the first point of contact for local unions and employers, providing information and support during the bargaining process, and to coordinate all internal and external functions related to the team during the onboarding process.

 

Essential Job Functions and Duties:

  • Partners with local unions and employers, external vendors and parties, and internal teams  to ensure the smooth onboarding of new employer accounts  and minimize any impact to members
  • Manages the intake for potential new employers and acts as the first point of contact for local unions and employers
  • Leads and guides local unions and employers through the bargaining support and enrollment processes (i.e., receives requests, coordinates cross-functional teams, provides answers or sets up conversations with others as appropriate). 
  • Ensures network research is conducted and communicated, benefit comparisons are created and distributed,  and provides general troubleshooting
  • Assesses the department policies and procedures for consistency with the requirements of the applicable benefit plan unit
  • Ensures that the online enrollment system contains the most up-to-date information about the plans, employee cost shares, and benefit offerings, etc
  • Identifies and implements process improvements finding ways to provide efficient and effective outcomes to meet the needs of the members and organization
  • Oversees new employer and member transition, including the facilitation of internal communications among the various departments to ensure they are aware of effective dates, CBA terms and any issues/challenges requiring resolution
  • Leads maintenance of bargaining support documents, “radar” of potential worksites, and its distribution to other departments as necessary
  • Conducts and develops webinars and in-person presentations for potential new employers
  • Attends enrollment events and meetings with potential new employees
  • Perform other duties as assigned within the scope of responsibilities and requirements of the job

Qualifications

  • Bachelor's degree in Business, Healthcare Administration or related field or equivalent work experience required.
  • Minimum of 3 ~ 5 years of related experience required
  • Minimum 2 ~ 3 years of supervisor experience required
  • Detailed understanding of how healthcare benefits are structured and paid both from an operations standpoint and a patient/participant perspective
  • Understanding of enrollments systems and related work flows to ensure the online enrollment system meets our technical and administrative requirements
  • Experience working with unions strongly preferred
  • Experience with low-income immigrant communities a plus
  • Experience working with Taft-Hartley Funds a plus

 

Skills and Abilities:

  • Intermediate level Microsoft Office skills (PowerPoint, Word, Outlook)
  • Intermediate level Microsoft Excel skills
  • Preferred fluency (speak and write) in Spanish
  • 15% ~ 25% travel.
  • Ability to work collaboratively with superiors, peers, and subordinates
  • Provide effective leadership and training to an assigned team or teams
  • Good organization, analytical skills, and attention to detail
  • Review collective bargaining agreements to:
    • identify any administrative challenges with collective bargaining agreement terms
    • work with other departments to identify possible solutions to administrative challenges
    • effectively communicate administrative challenges and potential solutions to the bargaining parties
    • perform healthcare benefit comparisons and provide bargaining parties effectively review with and communicate differences in healthcare benefits
    • communicate healthcare benefits in a manner where individuals with limited benefit knowledge would understand
  • Present options and recommendations to key stakeholders
  • Hold constructive meetings with internal and external parties to address issues and develop solutions that are balanced with the needs of the department or Fund and those needs of the other party (internal/external)
  • Be a positive and professional representative of the Fund and interact well with all levels of staff across geographic regions, including union and employer leadership
  • Demonstrate leadership skills and support & work in a team environment
  • Prioritize daily workloads for staff
  • Administer one-on-ones with staff to provide mentoring and coaching, while leading by example
  • Manage competing deadlines and multiple projects in a fast-paced environment
