    The purpose of this position is to provide strategic and operational leadership in the Chicago and Northwest Indiana region, working closely with leadership and staff, along with vendors, in the delivery of healthcare programs, systems and services. Responsibilities include maintaining relationships with local union and employer trustees; overseeing outreach to and engagement of participants; participating in the benefit design and vendor issues; and playing a significant role in developing new business.  The Regional Director works with Aurora Fund staff and other Regional Directors to identify Plan trends and issues as well as corresponding solutions designed to address/resolve.


    This leadership role will manage the enhancement and execution of the delivery of care to create efficiencies and a high performing team in order to effectively impact our organization. This position contributes to the management of the overall Aurora-based Plan performance and is essential to the near and long-term success of the Fund.

    • Engages with healthcare organizations in the Chicago area to play a role in improving the delivery of cost-effective, quality healthcare in the region
    • Identifies and develops a strategy for healthcare delivery programs suitable for the region
    • Maintains current knowledge of the local market(s)
    • Develops relationships with union and employer trustees with interests in the region
    • Oversees outreach work with participants and coordinates outreach efforts with clinical staff in the Chicago office (Nurse Case Manager and Health Promoters):
      • Implements programs to address identified needs (e.g. chronic disease self-management program)
      • Helps develop educational campaigns (e.g. use of Primary Care Physicians, Emergency Room/Urgent Care Centers)
      • Works closely with Heath Resource Team to integrate messages and interactions with participants
      • Assists in development of outreach workers and is ultimately able to oversee these employees
    • Participates in benefit design, in consultation with Aurora Healthcare Delivery support team and trustees
    • Participates in vendor issues (contracting, procurement, implementation, monitoring, and relationships) in consultation with Aurora Healthcare Delivery support team
    • Plays a significant role in negotiations with managed care vendors and works directly with key providers
    • Meets regularly with other Regional Directors and Aurora Clinical Team to share knowledge, get feedback, develop common programs, and otherwise advance Fund’s healthcare delivery agenda
    • Works with Fund clinical staff to develop and monitor provider quality, healthcare outcomes and measurements
    • Plays an integral role on the future of the organization and must be able to participate in a strategic vision discussion that defines and communicates a longer-term vision and strategy to achieve superior results
    • Participates in development of communications executed by Aurora
    • Participates in activities associated with new business development

    Years of Experience and Knowledge

    • Minimum of 5 ~ 7 years of direct experience required of progressive management experience in a healthcare delivery system, manages care, Taft-Hartley, or benefits administration environment
    • Minimum 5 ~ 7 years of functional management experience required
    • Working knowledge and experience in understanding trends influencing the future of health care, including marketplace dynamics, experience assessing health care programs and systems
    • In-depth understanding of utilization review, disease and case management, provider contracting, physician profiling, pharmacy and therapeutic programs, outcomes measurement, and performance improvement
    • Strong understanding of current benefit legislation, e.g. ERISA, DOL, IRS, COBRA, HIPAA, etc.
    • Substantial experience with low wage and immigrant workers is preferred

    Education, Licenses, and Certifications

    • Bachelor's Degree in Public Health, Healthcare Administration or related field or equivalent work experience required
    • Preferred Master’s Degree in Public Health, Healthcare Administration or related field

    Skills and Abilities

    • Intermediate level Microsoft Office skills (PowerPoint, Word, Outlook)
    • Intermediate level Microsoft Excel skills
    • Preferred fluency (speak and write) in Spanish
    • 10% ~ 15% travel
