    The Manager of Operations will manage the daily activities of the Billing/Accounts Receivable teams for the various healthcare benefits administered by our organization. This position is accountable for the billing and enrollment processing function and works collaboratively with the Member Services department on enrollment activities. The Billing/AR processing teams are responsible for posting and balancing the contributions from employers and employees which impact member eligibility for healthcare benefits. The teams are also responsible for providing support and customer service to the contributing employers and local unions (our “clients”).


    The Manager of Operations partners with other internal departments and is responsible for monitoring and insuring all performance metrics and goals of the team are in place and met.


    Essential Job Functions:

    • Manages billing/AR function as it pertains to healthcare benefit plans
    • Oversees the billing/AR activities of all representatives to ensure turnaround times are being met and policies and procedures are followed
    • Monitors daily contribution activity to ensure adherence with finance policies and procedures
    • Coordinates the development and implementation of routine operating plans, policies and procedures, and safeguards the contribution income
    • Serves in an advisory capacity related to policy and procedures around the contribution accounting, eligibility and enrollment functions 
    • Ensures timely processing of customer service inquiries from other departments and offices
    • Communicates as appropriate with local unions, employers, members, departmental staff and fund management and staff
    • Collaborates with other leaders to ensure consistency across all teams and identifies ways to be better and more efficient
    • Develops, maintains and monitors employee performance measures, goals and training needs
    • Provides leadership by motivating, coaching and empowering staff to meet the goal of providing accurate and timely coverage to our members
    • Provides ongoing support to maintain an efficient and effective operating system and processes that support those systems to ensure all contributing employers to receive the highest level of service
    • Performs other duties as assigned within the scope of responsibilities and requirements of the job

    • Bachelor's degree in Healthcare Administration, Business Administration, Accounting or related field or equivalent work experience required
    • Minimum of 5 years of related experience
    • Minimum of 3 years in a management capacity
    • Detailed understanding of billing/AR for healthcare benefits from an operations standpoint
    • Working knowledge of COBRA, QMCSO regulations, DOL Claims and Appeals
    • Solid knowledge of member enrollment and eligibility for healthcare benefits
    • Intermediate level Microsoft office and Excel skills
    • Strong organization, analytical skills and attention to detail
    • Manage competing deadlines and multiple projects in a fast-paced environment
